Housing Transition Program

The LDRC Housing Transition Program offers follow-up services for homeless clients transitioning into housing, assists clients in locating affordable housing, and provides limited financial assistance with move-in costs. This program is funded through grants from the Arizona Department of Housing and the Department of Economic Security.

To qualify for our services, you must:

  1. Be homeless.
  2. Have evidence that you have adequate income such as:
    • a pay stub (preferably full time hours)
    • a Social Security / General Assistance award letter
  3. if you already have found a place to live in, we will need a copy of your lease agreement.

Homeless Court

Modeled after the nationally recognized Homeless Court in San Diego, California, the Maricopa County Regional Homeless Court was established to resolve outstanding misdemeanor warrants for homeless individuals demonstrating a significant commitment to ending their homeless lifestyle.

The Regional Homeless Court was started in early 2006 by Tempe and Phoenix Municipal Courts along with six community based transitional program providers. By design, defendants can only be referred to the Homeless Court by one of the six programs after they have completed a rigorous transitional program. Defendants must also have a qualifying misdemeanor offense and no history of violence. Once the defendant's case is screened and determined eligible for the Homeless Court, the typical sentence imposed is community service for the amount of time the defendant participated in the transitional program.

The Regional Homeless Court is presided over by the Honorable Louraine Arkfeld and is held the third Tuesday of every month at 1:30 p.m. at the Lodestar Day Resource Center (1125 W. Jackson St., Phoenix, Arizona).

  1. A defendant can only enter the program via a certified provider after they have completed the provider’s criteria (i.e. 90 days sobriety, 90 days continuous stay at program, 60 days compliance with case plan, 60 days employment, etc.).

    Current "certified" providers are: CASS, Community Bridges, Crossroads, Labor’s Community Service Agency, Lodestar Day Resource Center, Native American Connections, Salvation Army ARC, Save the Family, UMOM, and USVets.
  2. A defendant must have a misdemeanor warrant from Phoenix or Tempe Municipal Courts for one of the following offenses:
    • Drinking from an Open Container
    • Suspended License
    • Trespassing
    • Criminal Littering
    • Theft (no restitution requested)
    • Shoplifting (no restitution requested)
    • Disorderly Conduct (no individual victim)
    • Obstructing a Highway
    • Dog without a License Dog at Large (no bite)
    • Disturbing the Peace (non-aggravated)
    • Aggressive Solicitation
    • Urinating in Public
    • Prohibited Use of Public Right-of-Way
    • Smoking, Beer, or Glass in the Park
    • Disturbing the Contents of a Container
    • Soliciting from a Vehicle
  3. A defendant must have no prior convictions for violent or sex offenses, no felony warrants, no charges with a mandatory sentencing requirements, no charges where a victim has invoked their rights, and no charges with aggravating circumstances.

US Homeless Post Office

The LDRC post office is one of the most vital services we have to offer homeless clients in Maricopa County.

The LDRC post office serves over 200 homeless individuals daily. It provides a vital service for our clients, allowing them to have an actual physical mailing address at which to pick up their mail. On any given day, the post office staff and volunteers receive, sort and distribute hundreds of pieces of mail including letters from loved ones, court papers, medical insurance correspondence, Social Security checks, food stamp cards, employment offers, drivers licenses and birth certificates.

The LDRC post office is open Tuesday through Friday from 1pm to 4:30pm, and on Saturdays from 1pm to 3:30pm.

 

The Get Going Café

The Get Going Café is a small canteen where clients can buy stamps, half-price bus/light rail tickets, postcards, snacks and drinks, all at a modest price. This allows the Campus community to access needed supplies without leaving the Campus – the nearest convenience store is about 1 mile away. The café also assists in helping to create a culture of responsibility and empowerment rather than entitlement.

Clients can use cash, or “Get Going Coupons.” The GG Coupons are offered to clients as incentive for accomplishing milestones in a case plan, helping out around the Campus, or simply taking appropriate risks – such as attending a workshop or class – that will help them move towards self-sufficiency.

In addition, the Café also provides our staff and volunteers another opportunity to engage our clients. Although we have soda machines, clients may choose to wait in line at the Café instead. When asked about why they choose to wait, clients say, “I just wanted to say hello and see a smiling face!” Positive interactions and engagement are key to motivating and supporting individuals as they move through this transition time.
